History from the war and onwards
2027. World War III rages on every continent, and there seems to be no end to it. Everyone knows there's only one way all of this can end, but no one dares to say it out loud. Until the United States has had enough of it. The launch of three nuclear missiles is ordered, with courses set to the most important cities of their enemies. Soon the complete obliteration of Moscow, Beijing and Tehran is a fact. Millions of people die in this first attack, but this is only the beginning. The war lasts for two more years, in which almost all nuclear weapons the world has to offer are used. Immense portions of the world become uninhabitable because of radiation and the effects it has on nature.
2029. North Korea, a nation that has never been seen as a real threat, but has been blown to bits nevertheless, makes a decision that will lead to the end of the world war. In the deepest of secrets an ultimate weapon had been developed, that would be unleashed on the world on December 23, 2029. It's a Christmas to remember. The annihilation of the human race begins with a series of heavy Uranium-bombs, that detonate high in the atmosphere above the oceans. The skies darken with radioactive dust, seas become polluted and many people die because of the initial shock waves. Earth enters a nuclear winter and becomes colder and colder because the sunlight gets blocked. Combine that with the poisoned water and no plant wants to grow anymore. The people that managed to survive both the war and the pressure waves are now dying by the thousands, succumbing to famine.
2032. 99.999% of humanity has died by the time the clouds of dust clear away. The world lies in ruins, corpses of victims are everywhere, but World War III has ended at last. Although water remains undrinkable and large portions of the world are so radioactive they'll be uninhabitable for a long time, the heat has returned and with it the hope of humanity. Survivors come together and begin the reconstruction of the Earth. Almost immediately the surviving heads of state form a new global authority to avoid tragedies like the last World War.
2179. One hundred and fifty years after the bombs humanity lives in cities, surrounded by barren plains. Plants have become something rare, something expensive that only the wealthiest people can afford. The war has been wiped from history by layers of propaganda and severe punishments, just as the existence of other cities. The people are deliberately kept ignorant, and the original goal of the world government has disappeared. Where they had good intentions once, the current members of the government have only hunger for power and wealth. If someone dare speak against their truths, that someone will be thrown in jail unceremoniously to rot away. Partly because of this, it seems like everyone supports the government, and most people have accepted it. Yet, according to rumors, a resistance exists, hidden in a canyon in the radioactive mountains, ready to strike when the government shows weakness. What makes the resistance even more special are the powers most of their members can harness. You could almost call it magic. However, not many people believe these rumors. After all, there is nothing behind the walls of their city, is there?
How the powers of the Evolved came about and their impact
The powers are a combination of chance and the radiation that still scourges the Earth after all those years. The DNA of all living people has been affected by radioactivity, but no one really notices this or experiences anything out of the ordinary until they're through puberty. With a little bit of luck (or bad luck, it depends on how you look at it) someone has the right combination of genes, causing the powers to express themselves. What this power will be is unpredictable, as is in who they'll manifest.
One thing that is predictable, however, is the fact that you'll have to fear for your life if you get a power. The government is doing everything it can to detect this mutation and eradicate it, once and for all. You'll be arrested the moment you're discovered, and after a short stay in a local prison you'll be sent to a labor camp in the wastelands, where you'll stay until you die of the radiation, exhaustion or hunger. Or you'll be one of the lucky few that get the mercy of a death penalty. And why? Because the Evolved, as the resistance calls these mutants, are the living proof the war has ever happened.
If you manage to evade the government, chances are that the resistance contacts you. This group would love to add you to their ranks, even if your only power is the ability to just shine a small light from your hand. If you have a power, you're welcome.
The "normal" people of course don't know anything of these powers, because everyone tries to keep them secret. And maybe that's for the better, otherwise citywide panic would ensue.
Where everybody stands now
The current peace is fragile, it's almost a miracle there haven't been any uprisings against the government yet. Citizens are afraid of being prosecuted for expressing their opinions, but secretly they have their hopes on salvation by the resistance. Especially the poorer sections of the population have these feelings, the wealthier citizens are, as always, pro-government. In the middle class, opinions are varied, as everyone has their own agenda. How long is left before the people rise up?
The government itself is in a difficult position. Going against the resistance openly means affirming that it is real and that they have lied against the people, not going against them means losing. Neither is a great option. And then there's the problem of the Evolved. These have to be arrested before and without anyone noticing, and by overpopulation in the cities, the chance of pulling this of are getting smaller by the day. How long can they keep their secrets?
The resistance might be the only group that has got everything together. Hidden in their ravine, with access to clean water and enough food, they forge their plans to overthrow the world government. They keep getting more and more members, and have secret agents in all walks of life. But while they're growing, the chance of traitors in their midst grows with them. Can they trust anyone?
